It is set in 2013, before the events of Just Cause 3, so this can be considered a prequel, and in the Latin Central American country of El Tureno.
El Tureno is filled with culture and diversity, but this is all ruled with an iron fist by president João Eduardo Rodríguez. The Agency believes he could be a threat and Rico is sent in to destroy his dictatorship and then kill him.
Apparently this project was stopped.
