Village description reveals:
Unlike most villages, Florkaku was built with the original intent as a resort. However, with the occupation of the CLA, the "resort" ended up being put on hold and now, only terrorists and rebels can be seen roaming the streets.
This village was liberated some time between Forward Unto Dawn and It's About Time.
