This article lists what the Modding community and more observant players in general have discovered the content of which the developer had considered but did not add in the end.
The developer had other ideas, or Wikia/FANDOM blacklisted such an idea.

Originally, the picture showing a helicopter towing a helicopter was supposed to be the one. Later, the developer User:Anonymous230385 decided on the meme.
Islamic State of Iraq and the Levant
Originally, such a faction was going to play a huge role like the Communist Liberation Army, but apparently, such an article was blacklisted by Wikia/FANDOM, so that means bye-bye to everything related to the Islamic State.

Apparently it was supposed to be stolen in mission 18 of Just Cause 4: Sakaku, but I (User:Anonymous230385) accidentally made Rico steal it in Forward to the Past, which is mission 13.
